Richard B. Borden, acting fire chief since 2005, was made permanent on April 29 by Mayor James Fiorentini. Borden, 49, follows in the footsteps of his father, Richard H. Borden, who was Haverhill's fire chief from 1986 to 1999. Borden beat out Deputy Chief William Laliberty for the job. Both men received qualifying marks on the state civil service test for the chief's position. The mayor could have appointed either man. Two additional Fire Department promotions also took place: Paul Weinburgh was made temporary captain and Robert Irvine was made lieutenant.The official swearing in ceremony was Tuesday at 1 p.m. in the mayor's office.
