Monday, Nov. 30
Joseph J. Nicgorski, 36, of 21 Essex St. Apt. 6 was arrested at 5:50 a.m. at his home and charged with assault and battery, household.
Linda Jones, 59, of 19 Flora St. was arrested at 9:58 a.m., at her home on warrants charging her with possession of a class A substance, being in the presence of heroin, operating under the influence of drugs, possession of hypodermic needles, operating with a suspended licence and failure to stop.
Gerald Soat, 52, of 12 Lockwood St. was arrested at 5:15 p.m., at 3 Nichols St. on a warrant charging him with unlicenced operation of a motor vehicle.
Jason J. Noury, 33, of 11 North St., Apt. 3 was arrested at 10:40 p.m. at his home and charged with domestic assault and battery, assault, and a domestic threat to commit assault and battery.
Jason Phaneuf, 35, of 142 Pleasant St., Methuen was arrested at 10:40 p.m., at Broadway and Pilgrim Road and charged with a marked lanes violation, operating after suspension, subsequent offense and an open container.

Sean Larose, 27, of 25 Essex St., Apt. 3 was arrested at 5:40 p.m. at his home and charged with domestic assault and battery on a pregnant person.
Saturday, Nov. 28
A 13-year-old juvenile was arrested at 12:10 p.m. on a child in need of services warrant.
THURSDAY, NOV. 26
Jeffrey Cullinane, 22, of 20 Wayside Farm, Hampton, N.H., was arrested at 1 a.m. at Lafayette Square and charged with disturbing the peace.
Ronnie Lawler, 38, of 48 Portland St., was arrested at 3 a.m. at his residence and charged with domestic assault and battery.
Angel Rivera, 30, of 25 Victor St., was arrested 6 p.m. at 144 Hilldale Ave. and charged with felony breaking and entering in the nighttime.
WEDNESDAY, NOV. 25
James P. Clougherty, 19, of 128 Pleasant St., was arrested at 4 a.m. at Forest Acres Drive on a warrant charged with unlicensed operation of a motor vehicle.
Robert Sheridan, 25, of 104 West Hollis St., Nashua, N.H., was arrested at 9 p.m. at the Haverhill train station on a warrant charged with malicious destruction of property.
A 15-year-old juvenile was arrested at 10:10 p.m. on a CHINS warrant.
TUESDAY, NOV. 24
Jorge B. Cruz, 40, of 19 Arlington St., was arrested at 12:20 p.m. at his residence on a warrant charged with failure to appear in court.
Zachery Haggstrom, 19, of 18 Portsmouth Road, Amesbury, was arrested at 2:29 p.m. at 180 Water St. and charged with possession of a class D substance with intent to distribute and failure to stop at a red light.

Ted's for Tires lot closes Tuesday; Parking garage construction to start soon
As part of the construction of the new Downtown Parking Garage in Railroad Square, the former 'Ted's for Tires' lot will be closed permanently on Tuesday, Aug. 3, as of 7 a.m.

Mayor James Fiorentini said the move marks the beginning of site preparation for the Downtown Parking Garage construction project, which is expected to start in August. A formal groundbreaking will soon be scheduled on the 315-space, 5-story parking structure. -
Councilors: Hands off water fees
Three city councilors say they want to protect residents who use — and pay for — municipal water and wastewater from shouldering an unfair burden of the overall city budget.

Downtown businesses have won a chance to be heard about changes in city trash regulations that will take away municipal rubbish collection.
